These are the Faction Advancement Banners as found in the Helbine book. As part of an optional rule, factions can gain advancements that apply to all that faction’s units. These banners help a Game Master track which Faction Advancements they’ve chosen, and are meant to be cut out and kept in the book under each faction’s chapter.
